Japan calls on OpenAI to protect anime copyrights

The Japanese government has asked OpenAI, the developer of the AI ​​chatbot ChatGPT, to stop committing copyright infringements regarding anime, manga and video games. We summarize.

Strong admonition

On October 1, 2025, OpenAI launched the new AI video generator Sora 2. This is able to generate short clips with a resolution of up to 1080p (Full HD) and with sound based on text specifications from users.

Unsurprisingly, numerous videos showing copyrighted characters – especially from Japanese anime and video games – soon spread on social networks.

The Japanese government does not want to stand idly by, which is why Minoru Kiuchi, Minister for Economic Security and some special tasks, such as the development of strategies on intellectual property and artificial intelligence, said the following at a press conference at the Japanese Cabinet Office:

»Anime and manga are an irreplaceable treasure that Japan can be proud of. We have therefore asked OpenAI to refrain from any actions that could constitute copyright infringement.”

Difficult enforcement

A legal basis does not yet exist, as the Law on the Promotion of Artificial Intelligence, which came into force on September 1, 2025, aims to make Japan the “most AI-friendly country in the world” by promoting the development and use of AI for socio-economic growth.

Nevertheless, it also sets out some principles for dealing with problematic AI use, including copyright infringement. However, the law does not provide for any penalties for this, but rather encourages the companies involved to find a solution together.

No wonder other Japanese politicians, such as Digital Minister Masaaki Taira, express hope that OpenAI will take voluntary measures to respond to this request. An official statement is still pending.
