The Senate of Texas has unanimously passed a draft law that could punish the possession of anime, manga and video games, in which minors are presented in obscene situations. We summarize.
Possible ban
The draft law extends Chapter 43 of the Texas Criminal Code with paragraph 43.235, which prohibits the knowledge, access, access to the view and the spread of the exceptional material, which gives the impression that a minor is involved in sexual acts.
The legal provision expressly clarifies that the ban applies regardless of whether the presentation shows a real child, a caricature, animation or an image generated by artificial intelligence or other software.

Depending on how the Texas legislature explains the term “suggestive” in relation to fictional representations, many content could fall under this law.
Basically, the definition includes all material that, as a whole, does not have a serious literary, artistic, political or scientific value. Even merchandise products could be affected.
The law should come into force on September 1, 2025 – provided that it is signed by the Texas House of Representatives. However, the unanimous adoption in the Senate indicates strong support for the protection of children, in which the focus was on Japanese anime and manga in the past.
